The flow of time never ceased no matter who you were. Waves would ebb and flow for all eternity—most only sought to ride the current until they ended up in one place or another. Very few swam upstream toward aspirations too big to succeed.
You had to have lived under a rock if you were unaware of the wretched things taking place on the Temujin continent. Countless millions had perished and countless more were sick. For some unknown reason the very soil and water were polluted in the empire. Some claimed that it was punishment from the gods as a result of the people's lack of regard for life. Those of the
Order of the Medical Corps (医療部隊順序, "Iryōbutaijunjo") theorized differently, however. This was a humanitarian organization that provides emergency assistance, disaster relief, and disaster preparedness education around the world. It was founded by Heiwa Sōzō following the events of the Fourth Shinobi World War and since then it has moved on to become the largest humanitarian assistance coalition in the world with over 350,000 members in facilities across the globe. One might ask,
'What took them so long to intervene in the matters of the Temujin Empire?' You'd be a fool to think that the organizations resources were unlimited. There are 341 countries on the globe and only a few hundred thousand UMC volunteers and employees—there is only so much they can do at a single time. Soaring through the clouds from the direction of the Temple Country (寺の国, "Tera no Kuni", English TV; "Land of Temples") was a massive, double football field-sized aircraft with the finest of technology from the
Sōzō Corporations (創造法人, "Sōzōhōjin", English TV; "Sōzō Corps", Viz; "Sōzō Enterprises"). SC is a medical science and technology conglomerate with international influence. It was founded and is chaired by Heiwa. The company has made incredible leaps, bounds, and advancements in the fields of cybernetics, bioengineering, biomechanics, prosthetics, bionics, robotics and artificial intelligence, much to the benefit of the whole world. Their impressive ship called "The Scalpel" (メス, "Mesu") cut through the air to make quick work of the distance between the Land of Temples and the Temujin Empire.

Hardly filled to capacity, The Scalpel carried 1,500 workers who were all briefed on the matters below: toxic circumstances have polluted the land. No such food aid or healing is enough; the issue must be solved at it's source. The animals have nearly gone extinct, the air quality has become severely depressed and the people's skin has discolored, not to mention the respiratory infectious diseases that must be spreading all throughout the empire. This was a large scale project. Already there were communicative efforts around the world to send an additional 100,000 people to Temujin Empire in order to provide further assistance. Accompanying The Scalpel were seven other similar vessels, each carrying a thousand people. This initial eight thousand? A mere construction, reporting and first response group. The plan was to land on the northern border of the Carrot Country. From there, a special force of Sōzō clan members would further provide assistance once called upon. 8 facilities would be quickly built by a thousand individuals for each facility. They are to use superior building technology and ninjutsu in order to accomplish their tasks. Being an international coalition, shinobi with a wide variety of skills would be employed, some of which specialize in earth techniques, metal techniques, water and several others. Their infrastructure project will be swift; as first-responders, this was their normal task.
The Scalpel could cover the distance between the Temple Country and Temujin Empire in but 5 or so minutes. Within the night sky it took off from an indiscriminate forest. Silent but shimmering like a white star the beacon of hope traversed high into the sky as the clock struck 8 PM. Aboard the ship, forces waited for landing which was mere minutes away.
Each airship had its plan, purpose and would follow it diligently. At the 8 pre-planned landing sights the ships would go, the furthest obviously taking the longest to make it to its destination. As each ship landed the hanger doors would fly open as vechicles, materials and persons rushed out to do their duties. Each airship housed one all-terrain vehicle for each worker. An additional two hundred heavy duty construction vehicles were shipped as well as one hundred shipment vehicles which would carry materials. Each airship had its own supplies and each had its own commandments. Shinobi with the ability to manipulate metals quickly and effortlessly constructed small cities using a
particular technique. In unison with Earth Release specialists, roads and hundreds of buildings were constructed. Artificial Wood Release users assisted in these projects and from the blue entire settlements were founded. They were new, beautiful and finely prepared. For the time being none of them would be named; they would go by the titles of Site 1, Site 2, Site 3 and so forth. It would take five minutes to reach S1, six minutes to reach S2, six minutes to reach S3, seven minutes to reach S4, eight minutes to reach S5, eight minutes to reach S6, nine minutes to reach S7 and seven minutes to reach S8. The additional five hundred workers were aboard the first ship; they had a special task. Immediately upon the landing of the airship each of them exited; 50 would survey the land and collect samples of the terrain, the water, the wildlife and the air. Three hundred and fifty would spread throughout neighboring villages and cities in order to immediately heal those they found and welcome them to the sites to live.
The remaining hundred pooled their chakra together to cast an incredible jutsu—the
Projection Technique. A massive holographic image appeared in the night sky to the Temujin Empire and it's neighboring countries!!
"Do not be alarmed people of Temujin! We are from the Medical Association, a humanitarian organization!" announced the voice in the middle of the night, no doubt awakening the people. The image appeared as a woman dressed in teal medical scrubs, a green turtle neck and a nurse's hat.
"For over a decade your people have been living in conditions that sadden our hearts and the hearts of our director, Heiwa Sozo. He has arranged provisions for relief work to take place and we have begun construction!" An image of the Relief Center map appeared as a hologram in the sky next to her.
"All are welcome to come to these sites and be provided food, shelter, immediate medical attention and security and no cost at all!" The genuine joy and love in her voice was palpable.
"Please make your way to these sites or contact the Order of Medical Corps and we will personally arrive and escort you."
"Best of all... we have developed a plan to rid this land of its curse—forever!"
For several decades the Temujin Empire had been depleted, poor and sickly. Their emperor did nothing and he allowed them to be colonized by a foreign agent who offered what? Food and some medical attention? What about their condition? Surely the people were still stick as a result of nature of the land... with this broadcast, things would surely change for the better. The mention of Heiwa Sōzō was strategic; he was a myth to people and a hero to most. Many believed his name to be a talisman for health while others believed him to be a god! Surely this name and the announcement of free healthcare would liven the people as well as the symbol of the UMC which carried the Sōzō crest within it—imagery was everything. Furthermore, the UMC would document every move they made in order to broadcast it to the world! Certainly the promise she mentioned at the end of her projection would give the people hope. What had the Demon Empire done in 10 years? The people have still been dying and still did not have their land and way of life back... How sad! The government truly had let them down.
Once the ships had all landed a community effort of power would pool on the dynamic chakra of all 8,500 workers! Massive plumes of medical chakra skyrocketed into the sky; each would converge in a single place, even above the mountains in order to erect a massive, unparalleled barrier of gigantic proportions! Each airship in its place acted as a medium in order to make the dependable
Miracle Goddess Shelter (奇跡の女神の盾, "Kisekinomegami no Tate"). The collective life force of 8,500 people would pour into the land itself, healing the people within the scope of the barrier and painting the land in life energy. It should be mentioned that many Sōzō clan members and those with Wood Release genetics make up this lot, no doubt doing good work.
